Can I bring Chia garden herb in my suitcase and take it overseas on an airplane?

I want to take the herb garden of Chia as a gift to my friend overseas but may I take the seeds on an airplane?

its not the plane you have to worry about its taking it in to another country
many countries ban bringing in seeds and plant material.
check with the customs dept of the country you are going to
