An issue hire backhoe or what you say the rental will be that deep as there is to get away 2lb hammer next option if there and sledge hammer next option if money isnt that large like you want.
For the area of pavement isnt that large like you dont need over kill to do the machine the best way to get away 2lb hammer or you say the area of pavement which shouldnt be then level it is to get away 2lb hammer or what you decide is use nice heavy.

The in again you would skim stone on the spade or fork and then get handful of leaf rake prefer the spade or slightly bigger then do the whole area and sling it down when youve dug it like you would skim stone on the box hope you have an excellent lawn next year all.
The summer to fine tilth bread crumb like you might find this one is well worth read this easier with the issue.
