Is it better to use fresh seeds or packaged seeds when planting a vegetable garden?

I am doing a vegetable garden for the first time, how do I make sure I am watering correctly?

Then I planted the seeds and semenzali tomato. I'm innaffiando every morning, now I feel like is too. The cucumbers have not developed more when they snapped out of the earth.
